    Yes they do, it is an offence not to give precedence to a pedestrian on a zebra crossing.

    If the pedestrian is on the carriageway on the zebra crossing, before any part of the vehicle has entered the crossing, the pedestrian has right of way. If the zebra crossing has a traffic island in the middle, you must treat this as two crossings.
